Two-storey dual occupancy proposed for Rickard St

An application for a two-storey dual occupancy containing three bedrooms in each unit has been submitted for 17 Rickard St, Umina.

The application, submitted by Clarke Dowdle and Associates, states: "The proposed dual occupancy development is two storeys in height with a contemporary twin gable roof design that has been accepted with the built form in the locale.

"The area includes an eclectic mix of older post-World War II single dwelling houses, 1970s red brick austere villas and large contemporary dwelling houses located along the esplanade."

The application states that the "proposed use as a 'dual occupancy' is permitted" on the site with an area of 607 square metres, in the R1 Low Density Residential zone.

However, a variation to the planning standards relating to earthworks is acknowledged.

The proposal includes 1.05 metres of fill at the rear of the lot to ensure sufficient gradient for stormwater to discharge to the street system.

This exceeds the one metre limit above existing ground level stipulated in the planning provisions.

The application argues that this level of fill is commensurate with other developments in the area, particularly on lots with swales, and is necessary for proper stormwater management.

The Flood Information Certificate included in the documentation indicates that the property is a "flood control lot" with a minimum habitable floor level set at 5.20 metres AHD.

An arborist report recommends the removal of five trees, three street trees and two trees within the site.

It states the trees would be significantly impacted by the proposed development, rendering them unviable in the future.

The report notes that the street trees, a Western Australian peppermint, a weeping bottlebrush and a broadleaf paperbark, have previously been subject to pollarding due to over-head powerlines, resulting in poor pruning and epicormic growth.

The development application is currently on exhibition, with the closing date for submissions being May 7.
