Promoted as an exercise of the imagination, it asks residents to submit their thoughts about the council policies and action needed, as if the Peninsula had its own council.
It aims to be a "living document", with contributions from residents added over time to represent the diversity of local needs and opinion.
While supporting the site, the residents' association will not require contributions to align with its own policies.
The association hopes the website will create a context for council candidates to respond to the Peninsula's needs.
The website is also supported by Peninsula News.
"This website is a way of highlighting Peninsula issues, gathering ideas of what is required on the Peninsula, and advocating for a Peninsula focus to the management of council and community assets on the Peninsula," said editor Mr Mark Snell.
"The Peninsula has all the traits that justify it having a Council in its own right - the population of the average local government area, financial viability, community identity, common geographic issues, and recognised statistical boundaries.
"But whether or not the Peninsula has its own council, the Peninsula needs to be treated on the basis of having its own needs for council management over the whole range of what is essentially self-contained infrastructure on the Peninsula.
"The website provides the opportunity for the community to express its expectations about the Council's response to the Peninsula's needs and its future."
