The 76-year-old Mr Sheahan will be appointed chair, along with alternate chairs Mr Jason Perica and Ms Heather Warton, 15 "expert" panel members and six "community" panel members, for the next three years.

The 15 expert members are Mr David Crofts, Mr Stephen Kerr, Mr Michael File, Ms Louise Menday, Mr Kevin Hoffman, Mr David Furlong, Ms Lindsey Dey, Ms Stacey Brodbeck, Mr Michael Ryan, Mr Stuart McDonald, Ms Clare Brown, Mr Graham Brown, Mr Greg Woodhams, Mr Ian Arnott and Ms Heather Irish.

The six community members are Mr Julian Ardas (all five wards), Mr Robert Carter (all five wards), Ms Margaret Harvie (all five wards), Mr Adam Koutsamanis (Gosford East ward), Mr Jerome Favand (Gosford West and Gosford East wards) and Ms Lauren Kron (Gosford West and Gosford East wards).

Planning Minister Mr Paul Scully told the council: "Only the chair and alternate chairs approved by me can be appointed to your panel.

"I have also approved a list of independent experts from which Council is to select at least 15 members for appointment to its panel.

"All approved chairs and experts have successfully cleared probity checks meaning they do not have a bankruptcy or criminal record.

"Each has provided a statutory declaration that they are not a developer or real estate agent."
