Early renewal

I was indeed surprised to read that our previous council had renewed the general manager's contract effective from July 1, 2009, just before they went into caretaker mode.

One would have thought that with so many other urgent matters on their minds, such as the coronial enquiry into the accident and deaths at Pile's Creek; the presumed financial loss due to the bankruptcy of some banks in the USA and the collapse of a major road (with others in a dangerous state) that the early renewal of a contract would not have been high on the agenda.

Why wasn't the position simply advertised?

This would have seemed fair and let the manager know where he stood.

The previous council chose to reappoint the existing general manager before a new council was elected. Why?
