Paper clip planning led to flooding?
I have been contemplating the benefits of the Coastal Open Space System since its adoption by Gosford Council in 1984.
Allen Strom provided insightful comments on the Coastal Open Space System, the planning process and the planning rules in 1988.
Little has changed regarding the rules since 1988.
I believe Allen's comments can be summarised as "a loose framework of development guidelines, non-binding from the Minister through all levels of decision making" without providing intergenerational capital.
Planning rules that should be set in stone are as malleable as a paper clip.
Is paper clip planning responsible for the flooding problems on the Peninsula?
